Hello AOVC!
I was assisting StalkingCreeper with the spawn portal sync, and that got me thinking about rail systems in the nether. I decided to do a little fiddling and remembered a design from another server I played on that worked very well. To best explain it, I decided to shoot a quick video!
Please forgive the Dxtory watermark. I ain't no pro! Also to ThunderViper and StalkingCreeper: I really don't want to "steal" your project, just offer exactly what the title says, a proposed design. You guys did a bang-up job with what was aleady built!

Creeper, the watermark at the top of the screen the whole time is because I was using a trial version of the software. Dxtory is it's name.
I'm not sure I recommend it to beginners, since it has a wide variety of settings and can generate absolutely huge file sizes if you don't know what you are doing.

You could purchase one. I use avermedia portable I think. It is simple an most beginners understand it. But it is a bit pricey.

Creeper, nothing happened to the hub, it is still right where it was.
Several nights ago, Rainbow, Holla and I wanted to get together and raid an ocean monument. There was some brief discussion about who had last seen ThunderViper and when the nether system would ever see some more progress before I just decided to move the spawn portal up to the nether roof (directly above the old one I added to you and ThunderViper's), even if only temporarily, so we could rapidly and safely tunnel to place a portal near the monument.
As luck would have it, the planets aligned and ThunderViper chose this exact moment to log on. Instead of inquiring to our intent, ThunderViper was rather hostile right off the bat. He chose to hold the very unreasonable opinion that no one was allowed to make any changes at all to his nether design or placement. It was pointed out that the portal had been left in a mis-synced position for several weeks, and that signs to that effect where in place for the majority of that. He proceeded to argue that the portal could not be misynced, and refused to acknowledge Holla's multiple glitch incidents that sent him falling into the lava below.
It was pointed out that I had moved and correctly synced the spawn portal with you, but this did not improve the situation. It was pointed out that signs in front of the spawn portal were in place to direct people to this forum post for over a week, but ThunderViper insisted he should have been sent a /mail because he didn't play on this server anymore, merely checked messages.
At this point, I seriously wondered why I was bothering to entertain debate. The server community wanted nether transportation and no one was doing it. I tunnelled thousands of blocks to connect some members myself as well as organized a monument raid, only to take a bunch of crap for doing it. I'll be honest in saying it pretty much ruined my desire to do any work for the benefit of others, which is pretty much all I do in SMP.

As for the nether hub, if you and ThunderViper want your hub to be in use, all you would have to do is actually finish it. Moving portals is a very simple affair. The other option is to simply build it in the new location. As you are aware, the old one was in need of rebuilding due to the moved spawn portal anyway.

Sorry about that, I guess ThunderViper didn't turn out to be that great a person. I'm not quite sure what to do myself, because I don't nearly have enough resources to make a nether hub.

There are no worries, StalkingCreeper. It is pretty simple to tunnel to or from the existing network at the top of the nether and connect your base. To make sure your portal is in the right place, it is best to just manually place it in the nether. The correct coordinates are X and Z divided by 8. Make sure you pay attention to the negative (-) if it is present! That is how I screw up most of the time. You can pretty safely ignore the Y coord, unless you are stacking portals very very closely in the overworld.
